公元2019年（正化31年），为了取缔扰乱公共秩序和风俗，侵犯人权的行为，而制定的“媒体良化法”已经经历了30年的考验，媒体良化委员会与“图书队”之间的战争席卷了整个日本。
渴望成为防卫员的图书队员笠原郁，没有向双亲吐露自己的心声，每天勤奋地进行着军事训练。郁在高中时，曾经差一点被一名媒体良化队员抢去书本，好在一位图书队员将其解救。为了成为正义的伙伴，郁把那位连脸都没有记住的图书队员当作是王子，并决定自己也要加入图书队，担负起守护书的责任。
