海员王海龙因误杀一名日本水手，潜上一艘开赴日本的船只，途中发现这是一艘走私船。船将靠岸，龙被发现，一场激战后，龙为私枭胁迫，捉他向后台老板金毛皇帝报讯，后龙趁机逃跑。龙逃脱后无处容身，偶到一餐馆，老板资助他寻找表兄小李，后龙住于李家。某次，龙在散步时勇救被调戏的淑子，双双堕入爱河。调戏淑子的正是金毛手下，遂向金毛报告。淑子之父高品探长得线报，知道金毛将接一批私货，准备一举消灭歹徒。淑子告诉龙喜讯，并租艇游湖，期间龙被追杀，龙终击败歹徒，后急返。由于精力耗费过巨，龙昏倒淑子家，高品返家，淑子将龙遭遇和盘托出。后小李被金毛帮杀害，龙悲愤交集，直捣金毛帮巢穴。危急间，高品率众而至，将全部歹徒逮捕……。A wagon load of convicts on their way to prison is being escorted through the mountains by a cavalry troop.
