而在东都出现了被称为“猛击者”的未知生命体，不断袭击东都的市民。保护市民免受“猛击者”侵扰的就是由天才物理学家桐生战兔所变身而成的假面骑士创骑。战兔和龙我等人在追查猛击者的过程中，将一步步揭开隐藏在身边的惊天阴谋！。
